§ 7.15. The Richmond recreation board.

(a)

The City, as the successor of the Village of Richmond, shall continue to support the Richmond Recreation Board services and facilities within the City. Such recreational services and facilities shall constitute a department of the City government and shall be conducted and financed by the City in a manner consistent with the needs of the community therefor, and in such manner as will at all times qualify the Richmond Recreation Board for any other outside financial support.

(b)

The City Recreation Department shall be administered by the Richmond Recreation Board in a manner consistent with the other provisions of this Charter, members of this Board will be elected as set forth in the Recreation Board constitution subject to confirmation of [by] the Council.
