§ 7.1. Council-Manager government.

The intent of this Charter is to provide for the Council-Manager form of government. Under this form of government, the City Manager shall be the chief administrative officer of the City; shall be vested with all the administrative powers of the City delegated to him by this Charter; and shall be responsible to the Council at all times for their [the] performance of the duties of his office.
